of a new file in order to create one that doesn't yet exist.

You can upload an image onto the GAC Website. Uploads are submitted as a work order and will
not appear on the website until it has been approved by the web master. If the image has been
copyrighted, please include the copyright information in the description. If you do not wish to
have the image put in one particular place, just leave the "page" field as it is and we will choose
the best place to put it.
